Pursuant to Separation of Powers MN Const. Art. III
1.  Has St. Paul Mayor Chris Coleman in the Executive Branch, delegated his Statutory Duties to the Legislative City Clerk Shari Moore?  2.  Does Mark Oswald and Larry Dease live in Ramsey County, to sit on the Canvass Board as Residence's?
3.  On the State Canvass Board can any Judges without a Primary go thro to the General?

NEWS RELEASE — St. Paul, MN—Secretary of State Mark Ritchie today (Monday, Aug. 13) announced the members of the State Canvassing Board whose responsibility it will be to canvass and certify the results of the State Primary Election held on Aug.14.
Minnesota Statutes 204C.31 requires the Secretary of State to select the five members of state canvassing board. By law members of the board must be the secretary of state, two judges from the Minnesota Supreme Court and two judges of the district court.
Members of the 2012 State Primary Election State Canvassing Board include:
The Honorable Mark Ritchie, Minnesota Secretary of State
The Honorable Alan C. Page, Associate Justice of the Minnesota Supreme Court
The Honorable Christopher J. Dietzen, Associate Justice of the Minnesota Supreme Court
The Honorable Rosanne Nathanson, District Court Judge, Second Judicial District
The Honorable David C. Higgs, District Court Judge, Second Judicial District
The State Canvassing Board will meet at 10 a.m. on Tuesday, Aug. 21 in Room 10 of the State Office Building located at 100 Rev. Dr. Martin Luther King Jr. Blvd., St. Paul, Minnesota.
The Ramsey County Canvassing Board will convene on Friday, August 17 at 11:30am to canvass the results of the 2012 state primary, as required by Minn. Stat. § 204C.32, subd 1.
The members of the canvassing board, as provided by Minn. Stat. § 204c.33

SECOND JUDICIAL DISTRICT IMPLEMENTS ELECTRONIC FILING AND SERVICE IN DOMESTIC ABUSE AND HARASSMENT COURTS

On August 6th the Domestic Abuse and Harassment Courts will become the next court available for electronic filing and service. At this time electronic filing and service are available to attorney’s only. These case types are included in the mandatory requirements that go into effect September 1st.
As is stated in the recent Supreme Court Order that requires e-filing and e-service in Civil and Family cases, pro se parties are exempt from electronic filing and service. Canvassing board does not determine whether write-in candidate has qualifications for position. Op. Atty. Gen. 399E, December 3, 1962.
Only the county canvassing board canvasses returns for statewide office and forwards results of said canvass to secretary of state. Op. Atty. Gen. 183E, November 15, 1962.
County canvassing board may not open ballot boxes and inspect each paper ballot except after notice to candidates. Op. Atty. Gen. 183C, November 12, 1962.
County canvassing board must inspect the registering counter or other mechanical device on each voting machine used and compare the numbers with those reported by the election officials. Op. Atty. Gen. 183C, November 8, 1962.
When the county auditor inadvertently fails to include the congressional candidates’ names on the primary ballot, the county canvassing board should perform their duties in the routine manner. Op. Atty. Gen. 183B, September 13, 1962.
